If you have the self-approval right, you will be able to approve the request(s) to copy permissions yourself by navigating to the entity or entities involved. Otherwise, make sure an administrator or user with the required access is available to approve your request(s).

Then, they can assign a job role to the user to grant them permissions, or copy one if the user doesn’t have any existing permissions.
